CITY BUDGET AND MANAGEMENT OFFICE

MANDATE

I. FUNCTIONAL STATEMENTS

Prepares forms, orders, and circulars embodying instruction on budgeting and appropriation matters for signature of the Mayor;

Reviews and consolidates the budget proposals of different departments and offices;

Assists the Mayor in the preparation of annual / supplemental budget and during budget hearing;

Submits periodic budgetary reports to the Department of Budget and Management (DBM);

Coordinates with the City Treasurer, City Accountant and City Planning & Development Coordinator for the purpose of determining the estimated income to be used in budget preparation;

Assists the Sanggunian concerned in reviewing Barangay Budgets;

Coordinates with the City Planning and Development Coordinator in the formulation of the local government unit’s development plan; and

Exercises such other functions and performs such other duties as maybe prescribed by law or ordinances.

II. OBJECTIVES

To see to it that the preparation of the annual/supplemental budgets shall be made in accordance with the budget circular;

To be able to give assistance to all offices of the city in the correct formulation of both annual and supplemental budgets; and

To establish good relationships with other department/office heads in terms of giving correct information about budgeting.

III. Services

All Departments & Offices of the city:

1.Preparation of Annual and Supplemental Budgets. (CBO STAFF)

a.    Assists in budget preparation by giving the correct formulation for both annual & supplemental budgets;
b.    Reviews & consolidates budget proposals;
c.    Assists the city mayor during budget hearings;
d.    Examines the budget and make sure that its is accomplished in accordance with the budget circulars issued by the DBM;

2.Issuance of certifications as to the availability of funds upon request of some offices.

3.Prepares allotment releases upon request of the different offices /departments.

4. Processes augmentation of various accounts upon the request of different offices or departments.

2.Dissemination of Notice of Funding Check Issued – Internal Revenue Allotment (IRA) of the eighteen (18) barangays and other related documents.
