I.FUNCTIONAL STATEMENT
Library is a social service agency: To provide opportunities to the public to avail of reading materials, book references and internet access to information.
Service Offered:
1. Books and Periodicals 2. Non Book Materials 3. Internet Services - P 10.00/hr. 4. Film Showing - 2 hrs. MWF 5. Readers Guide Services
I. General Rules / Regulations
A. Library Identification Card
1. Only Legitimate Card Holder are allowed to borrow books. Children below 12 years old are not allowed to apply for Library Cards, but they are free to do research and read books inside the Library only. 2. A guarantor (permanent government employee-local) is required in every library application with two (2) copies 1x1 picture, signed by the guarantor and duly approved by the City Librarian. Library Card fee is P 20.00 and renewable yearly.
Specific: 1. Library users must OBSERVE SILENCE. Smoking and loud noise are strictly prohibited.
2. Care must be taken in using books, they are intended for many users after YOU. Acts of vandalism like writing, dog-earring, stealing and mutilating a book and other library materials, are punishable by law. 3. Orderliness and cleanliness must be observed at all times.
II. Circulation:
1. General References such as Encyclopedia, Yearbook, Atlas, Gazetteers, Dictionaries, Rare books, must not be taken out of the library. However, they can be photocopied only at specified times of the day by our library staff.

2. RESERVED BOOKS (only one (1) copy is available) must not be taken out. 3. Pocketbooks and Home reading books can be borrowed for a period of one (1) week. 4. Magazines / Newspapers / CD’s and Tapes can be borrowed for overnight use only.
III. Fines / Penalties:
1. A minimal fine will be imposed for overdue books and other Library Materials per Ordinance No. 16, s. of 2005, Article 4 E.01 of Local Revenue Code.
P 10.00 per day of overdue books 5.00 per day for overdue magazines 20.00 per day for tapes /documents
2. Lost books must be replaced or paid at the books value price. 3. Any violation of these rules and regulations cancels Library privileges.
