CITY WATERWORKS DEPARTMENT

I.Functional Statement:


Attends to the day-to-day overall management  of the office involving activities related to planning, organizing, staffing and controlling;

Provides sustainable supply of potable, reliable and safe water to San Carlos City;

Maintains the pipes network, service lines and its appurtenances and other facilities and assets of the department including connection of and the disconnection of water service connection of delinquent connectors and monitoring of illegal connection and other sort of water pilferage.

Prepares plans for expansion programs and conducts research surveys for additional sources and other water related projects.

Handles project management in the installation of water mains, both transmission and distribution lines, and various infrastructure projects such as rehabilitation, renovation, improvement and repair of existing waterworks facilities and construction of future expansion projects

Provides appropriate human resource development and administrative support services like office supplies and materials procurement and management , establishment of personnel and other office records, formulation of office regulation, bookkeeping and cash handling activities.

Handles revenue collection activities and other financial and cash management activities.

C.  RESPONSIBILITIES OF WATERSERVICE CLIENTS:
(Ord No. 194, S. 1997;    Ord No. 8, S. 2000 and Ord No. 37, S. 2004)

1.To pay his/her water bill promptly, otherwise water service is disconnected.  
Late payments will be imposed the following penalties:

a)    25% surcharge of the billed amount
b)    P50.00 reconnection fee (only after disconnection date)
c)    2% interest per month per unpaid account per delinquencies

2.To report damages on his/her water meters to avoid over registration, under registration or non-registration.
3.To report damage to his/her waterline to prevent water loss.
4.To submit his/her water meter for recalibration whenever he/she is advised to do so by the CWD personnel.
5.In case of transfer of residence, the water service client must advise CWD either to permanently disconnect his/her water connection or transfer his/her water connection to another location, in which case, said client shall pay the required service fee for alterations or changes of water service connection (please refer to page _____ of this handbook)
6.In case of death of the client his/her spouse or any surviving heir may request for a change of name of the registered service connection with the CWD.


D.  RESTRICTIONS OR PROHIBITIONS: (Ord No. 37, S. of 2004)

a.To install a booster pump and other pumping equipment direct from the water mains or from the service connection.
b.To tap, make or cause to be made any connection without previous authority or consent of the City Waterworks Department.
c.To tamper, install or use a tampered water meter that interferes with the proper or accurate registry or otherwise results in its diversion in a manner whereby water is stolen or wasted.
d.To damage or destroy a water meter, water pipes or allow any of these to be so damaged or destroyed as to interfere with the proper or accurate registration of water consumption

E.  GROUNDS FOR DISCONNECTION: (Ord No. 194, S. 1997; Ord No. 8, S 2000;Ord No. 37, S. 2004)

a.Failure to pay water bill for a period of fifteen (15) days after due date or after the payment period.
b.Any violation of the Ordinance.
cAny violation of the policies, rules and regulations of the CWD.
